A BILL to amend and reenact section forty-six-m, article two,
chapter twenty of the code of West Virginia, one thousand nine
hundred thirty-one, as amended, relating to junior sportsman's
hunting, fishing and trapping licenses generally; making the
nonresident junior sportsman's hunting, fishing and trapping
license the same for residents and nonresidents; and
eliminating the additional fees required of nonresident junior
sportsmen's licenses for bow and muzzle loading deer hunting
seasons.
Be it enacted by the Legislature of West Virginia:

That section forty-six-m, article two, chapter twenty of the
code of West Virginia, one thousand nine hundred thirty-one, as
amended, be amended and reenacted to read as follows:
ARTICLE 2. WILDLIFE RESOURCES.
§20-2-46m. Class XJ junior sportsman's hunting, fishing and
trapping license.
On or after the first day of January, one thousand nine
hundred eighty-nine two thousand three, a Class XJ license shall be
a resident junior sportsman's hunting, fishing and trapping license
and
shall entitle the licensee to hunt and trap for all legal
species of wild animals and wild birds, to fish for all legal
species of fish and to take frogs in all counties of the state,
except as prohibited by the rules and regulations of the director
or when additional licenses and permits are required.
No additional fees shall be required of Class XJ
licensees for
a Class I, U, UU, V, VV, or W, or WW license or for the
conservation stamp required by section nine, article two-b of this
chapter in order for the Class XJ licensee to participate in the
seasons for which said licenses are required. Trout fishing is not
permitted with a Class XJ license unless said licensee possesses a
valid Class O or Class O-L trout license.
The Class XJ license shall may be issued only to citizens of
the United States or Canada and to unnaturalized persons who
possess the permit referred to in section twenty-nine of this
article who are residents or nonresidents of this state and who have not reached their eighteenth birthday and who are otherwise
required to purchase a license pursuant to this article and
chapter. The fee for the Class XJ license shall be fifteen
dollars, of which three dollars shall be designated as conservation
stamp revenue and expended pursuant to section nine, article two-b
of this said chapter.

the present law, and underscoring indicates new language that would
be added.
AGRICULTURE AND NATURAL RESOURCES COMMITTEE AMENDMENT
On page one, following the enacting section, by striking out
the remainder of the bill and inserting in lieu thereof the
following:
ARTICLE 2. WILDLIFE RESOURCES.
§20-2-46m. Class XJ junior sportsman's hunting, fishing and
trapping license.

hundred eighty-nine two thousand three, a Class XJ license shall be
a resident junior sportsman's hunting, fishing and trapping license
and shall entitle the licensee to hunt and trap for all legal
species of wild animals and wild birds, to fish for all legal
species of fish and to take frogs in all counties of the state,
except as prohibited by the rules and regulations of the director
or when additional licenses and permits are required.
No additional fees shall be required of Class XJ licensees for

conservation stamp required by section nine, article two-b of this
chapter in order for the Class XJ licensee to participate in the

The fee charged to a nonresident for the Class XJ license
shall be fifteen dollars. In addition to paying the XJ license fee,
a nonresident applicant must purchase a conservation stamp for the
fee required of a nonresident in section nine, article two-b of
this chapter, and a law-enforcement and sports education stamp for
the fee required of a nonresident in section ten, article two-b of
this chapter.

archery deer hunting, muzzleloader deer hunting or turkey hunting."
